William L. Duck Jr. C.B.O.
William L. Duck, Jr. (Bill) serves as Regional Director / Building Official for
Charles Abbott Associates, Inc. (CAA), which provides expertise and resources
for building & safety, city engineering, public works, environmental, and fire
prevention services as a national alternative service provider to state and local
Bill began his career in Columbus Georgia as Plans Examiner followed by 28
years as Director of Inspection and Code Enforcement Department and Chief
Building Official for the Consolidated Government of Columbus, Georgia. Bill is
an ICC Certified Building Official and holds a Level V Certification as Building
Official with the Building Officials of Georgia (BOAG).
Currently, Bill serves with the Department of Community Affairs (DCA) of
Georgia, as the Chair of the Georgia State Codes Advisory Committee. Bill has
served as a member on this committee since it’s inception in 1991. Bill currently
serves by appointment of the Governer of Georgia as a member of the Georgia
State Residential/Commercial Contractor License Board under the Office of
Georgia Secretary of State. Bill most recently completed ICC service on ICC ES
Board of Mangers and on the Building Official Membership Council.
Bill served the International Code Council as a Board Member for four years after
serving as President of Southern Building Code Congress during the
consolidation of the legacy organizations. Bill has served on numerous
committees for ICC, BOAG and Georgia DCA through the years. In 1996, the
National Association of Home Builders recognized Bill as Code Official of the
Year at their annual meeting. The Building Officials of Georgia selected Bill as
Building Official of the Year in 1991 and he received the BOAG President’s
Award in 2003. ICC Region VIII awarded Bill the honor of Building Official of the
Year in 2015 at their annual meeting.
